Living Under HTS Rule: The Harsh Reality of Human Rights Violations in Syria

 


Since its establishment in 2017, Hay’at Tahrir al-Sham (HTS) has exerted control over parts of Syria, particularly the Idlib province. Despite efforts to present itself as a legitimate governing body, numerous reports have documented HTS’s involvement in severe human rights violations against civilians within its territories.

Extrajudicial Executions and Arbitrary Detentions

HTS has been implicated in numerous extrajudicial killings and arbitrary detentions. Reports indicate that since its formation, HTS personnel have been responsible for the deaths of at least 505 civilians, including 71 children and 77 women. Additionally, summary and arbitrary trials have led to the execution of 106 individuals. In 2023 alone, HTS conducted 19 unlawful executions across Idlib province, with two female victims among them. Detainees often suffer in secret detention facilities, denied legal representation and family visits. Some executions have reportedly been based on fabricated evidence, undermining justice and fairness.

Torture and Inhumane Treatment

Detention centers operated by HTS are notorious for employing physical and psychological abuse against prisoners. Documented methods of torture include severe beatings, electrocution, and other forms of physical and mental mistreatment. Detainees frequently endure prolonged detention without charges, denial of legal counsel, and enforced disappearances. These practices occur without adherence to legal standards, exacerbating the ongoing human rights violations.

Suppression of Civil Liberties

HTS systematically restricts freedoms in areas under its control. The group has targeted activists, journalists, and civilians who oppose its views through arbitrary detentions and enforced disappearances. HTS seeks to dominate local councils and civil society organizations, often dissolving or overtaking those that do not align with its ideology. This suppression hampers communities’ abilities to maintain independent structures and stifles opposition efforts to establish alternative governance.

Impact on Women and Children
HTS enforces policies that disproportionately affect women and children, fostering an environment of discrimination. The group imposes strict dress codes on women, limiting their mobility and access to education. Violations of these rules can lead to detention and punishment by HTS’s morality police. Moreover, there have been reports of forced conversions of children from minority groups and their recruitment into military activities, exposing them to the horrors of war and stripping them of their innocence.

Obstruction of Humanitarian Aid
Humanitarian efforts in HTS-controlled areas face significant challenges due to the group’s interference. HTS has been known to impose taxes on aid shipments and disrupt distribution processes, severely impacting displaced persons and vulnerable populations who rely on external assistance. By controlling aid delivery, HTS manipulates resources to serve its interests, exacerbating the suffering of civilians.

International Condemnation and Call for Accountability
Global organizations have consistently condemned HTS’s human rights abuses. Entities such as the Syrian Network for Human Rights and Human Rights Watch have amassed extensive evidence of these violations, calling for accountability and the protection of civilians. Despite these efforts, HTS continues to operate with impunity, contributing to regional instability and prolonged civilian suffering.

Addressing the persistent human rights violations perpetrated by HTS necessitates immediate and concerted international action to hold the group accountable and safeguard the rights and well-being of Syrian civilians.
